Useful information for professionals regarding child exploitation

The TWSCB thematic sub-group for Child Exploitation (CE) covers Child Sexual Exploitation (CSE), Child Criminal Exploitation (CCE), Children Exploiting Children, Missing Children, Cuckooing and Modern Slavery. The purpose of the group is to achieve step changes in performance in dealing with child exploitation within Telford and Wrekin through improvements in identification, investigation, prosecution, prevention and support. The group is chaired by Chief Inspector Graham Preece (West Mercia Police) and has the following key action areas:

  • To ensure that all young people who are at risk of CE or victims of CE, and their families, have access to appropriate support services.
  • To provide better support to those young people who go missing to reduce the likelihood of putting themselves, and potentially others, at further risk of harm.
  • To ensure that feedback from young people and relevant others about the services they have received informs service review.
  • To ensure that young people who are identified as potential CE offenders are supported to minimise/eradicate their offending behaviour.
  • To empower children, young people, parents and carers about the risks associated with CE and are given knowledge to protect against CE.
  • Raise awareness of CE throughout the Telford and Wrekin community.
  • Professionals working with children and young people are able to recognise that victims of CSE have a particular set of vulnerabilities.
  • To ensure that professionals receive the right level of training around CE
  • To review the interagency procedures/pathways.

All inter-agency safeguarding child protection procedures that are agreed by Telford & Wrekin Safeguarding Children Board (TWSCB) are part of the West Mercia Consortium's procedures. Please note that you can register to be alerted for updates.

What is the definition of CSE?

"Child Sexual exploitation is a form of child sexual abuse. It occurs where an individual or group takes advantage of an imbalance of power to coerce, manipulate or deceive a child or young person under the age of 18 into sexual activity (a) in exchange for something the victim needs or wants, and/or (b) for the financial advantage or increased status of the perpetrator or facilitator. The victim may have been sexually exploited even if the sexual activity appears consensual. Child Sexual Exploitation does not always involve physical contact: it can also occur through the use of technology."

CSE online training The TWSCB have launched its first online e-learning course on basic understanding of Child Sexual Exploitation in Telford which is free for TWSCB partners.
FGM and FM online training

The Home Office has launched free online training for professionals in identifying and helping girls at risk of female genital mutilation (FGM).

HM Government have also launched a free online training course for front-line professionals raising awareness of Forced Marriage (FM).

For health professionals NHS England have created a FGM Pocket Guide which is available on their website.

Local review on CSE

In May 2016 the Telford & Wrekin Council Children and Young People Scrutiny Committee published its reported into the multi-agency response to CSE in Telford and Wrekin.  Following which a multi-agency response was submitted.  Please click here for a copy of the report and response.
